Pakistan has different federal and provincial sales-tax regimes. A professional should not begin by searching for a rate. The first question is which law and authority govern the particular supply or service.
Start with transaction classification
Document what is being supplied, by whom, to whom, where the activity occurs and how the contract and invoice describe it. A transaction that looks commercially similar can have a different tax treatment depending on the governing law and jurisdiction.
Then identify the authority
For federal sales-tax questions, use FBR’s current Sales Tax Act and related official material. For services that fall within provincial regimes, consult the relevant provincial revenue authority and its current law, rules, notifications and guidance.
Do not mix law, portal and practice
The online portal is a filing mechanism; it is not the legal source. Keep a clear distinction between the governing legislation, authority guidance and the software process used to register, pay or file.
